3. The Colonial Veterinary Surgeon in forward-
ing the report to Government stated that to his knowledge rinderpest had been prevalent in what is now the New Territory for the past 12 years, and that there was no doubt in his mind that many if not all of the outbreaks of rinderpest which have occurred from time to time in Hong-Kong, were due to in- fection carried in straw, which is largely imported into Hong- Kong from the district in question. At the same time he suggest- ed that a laboratory might be established for the preparation of vaccines with which to check the ravages of the disease when it occurs, and to prevent outbreaks of it by protective inoculation.
4. The latter system was subsequently advocated as the best both by Mr.Ladds and by a Sub-Committee of the Sanitary Board consisting of the Medical Officer of Health and Dr. William Hartigan, a local private practitioner; and I enclose copy of a memorandum by the Colonial Veterinary Surgeon, with schedule attached, shewing the minimum equipment and staff which he considers necessary to enable a beginning to be made of the system of inoculating cattle with serum as a preventive against the disease,
